OpenTofu 1.13 lets module authors resolve unknown values at plan time

OpenTofu 1.13 ships convert and assumenotnull functions that let modules resolve count and for_each keys while values remain unknown until apply. The release also adds experimental linting with four built-in rules and opt-in Symbol Libraries, with 1.13.x supported until August 1, 2027.

• convert gives yamldecode a known type; assumenotnull helps resolve count
• Linting runs via -lint=all in validate, plan and apply
• WinRM support removed from remote-exec and file provisioners
• Requires macOS 13+; last series with official 32-bit builds
