OpenTofu 1.13 adds official Windows ARM64 support and state encryption

OpenTofu 1.13.0 shipped on September 30, 2026, with official Windows ARM64 binaries for the first time, a new convert function, experimental linting and symbol libraries, and Unicode 17. The winrm provisioner is removed, base64gzip output changed, macOS 13 is now the minimum, and 1.13 is the last series with 32-bit builds.
