Terraform 1.16 adds destroy-time Actions and module-level imports

HashiCorp released Terraform 1.16, which lets Actions fire on before_destroy and after_destroy events and allows import blocks to live inside child modules instead of only the root module. The release also adds JSON output for state show and workspace list, Mermaid graph output and Linux s390x binaries.

• Actions trigger on before_destroy and after_destroy via action_trigger in lifecycle
• Import blocks now work inside child modules, including count and for_each
• Failure modes: halt (default), continue and taint
• Adds state show -json, workspace list -json and graph -format=mermaid
