Python's experimental JIT compiler to be removed

The experimental JIT compiler added to CPython for the Python 3.13 release in 2024 is being discontinued. Maintainers withdrew PEP 836 after months of discussion, following the steering council's June pause on JIT work pending an accepted PEP with clear metrics and timeline.
