systemd officially adds Rust support for new components

The systemd project has merged official support for writing new components in Rust, while keeping its existing C codebase untouched. Rust is limited to standalone components, builds still use Meson instead of Cargo, and programs use no_std with bindings to systemd's C libraries. Rust 1.85+, bindgen 0.71.1+ and Meson 1.4+ are required, and support is optional.
