Gemini CLI v0.64 fixes CPU hang on @ and headless folder trust

Gemini CLI v0.64.0 ships no new features: all 17 changes are fixes, refactors or chores. It resolves a 100% CPU hang when piping code with @scope/pkg into -p and a headless bug that treated untrusted folders as trusted; file writes and state persistence are now atomic.
