Gemini CLI 0.63 fixes Plan Mode hang in non-interactive runs

Gemini CLI 0.63 fixes bug #28913 where the agent stalled in Plan Mode during non-interactive runs, emitting text without tool calls that was treated as completion. The prompt now branches on TTY presence: 29,139 characters without a terminal versus 30,370 inside one.
