Audit of 20 top GitHub repos: no AI-code policy has machine enforcement

An audit of the 20 most-starred GitHub repositories found 14 have no AI contribution policy and the 6 that do rely entirely on disclosure with zero automation. QGIS's QEP #387 ban on AI-assisted code is enforced only by a contributor's conscience.
