QGIS bans all AI-assisted contributions outright

The QGIS project merged QEP428, which bans any AI-assisted contributions and replaces its previous "human in the loop" policy with a strict NOT ALLOWED rule. The move follows unbearable review pressure on maintainers from a flood of AI-generated pull requests.
