Claude Code 2.1.285 adds allowedProviders and desktop launch

Anthropic shipped Claude Code 2.1.285 with an allowedProviders setting that locks a machine to one of eight approved API providers via managed policy. The release also adds the claude --desktop flag, claude plugin configure, and a shared retry budget for timed-out fallback requests.

• allowedProviders locks a machine to one of 8 providers, including Bedrock and Vertex AI
• The setting is admin-only and cannot be overridden by local configs
• claude --desktop opens the GUI on the current directory or session
• A failing request used to retry up to 21 times, now it shares one budget
