RemoveMacAI disables Apple Intelligence and frees disk space on macOS 27

A new GitHub CLI tool, RemoveMacAI, turns off every Apple Intelligence feature on macOS 27, deletes already-downloaded on-device models and blocks them from being re-downloaded. The change is reversible via a revert command and leaves SIP untouched; it runs only on Apple Silicon.
