AWS adds foreign key constraints to Aurora DSQL

AWS announced that Aurora DSQL now supports foreign key constraints with CASCADE, SET NULL and other referential actions. Integrity is enforced via transaction snapshot verification and commit-time conflict detection without locking tables; conflicting transactions are rejected with a serialization error.
