Vercel CLI adds DNS and domain management, Rust 1.98 and Ghostty 1.4 ship

Vercel CLI now handles DNS records, domains and project members with JSON output plus trace search. Rust 1.98 stabilized algebraic float operations and matched itoa with format_into, while Ghostty 1.4 completed the Kitty graphics spec and patched 11 security issues.
