Philippines NTC tightens SIM validation for users with over 100 registered cards

The Philippines' NTC has ordered telcos to strengthen KYC checks on users holding unusually large numbers of SIM cards. Users with more than 100 registered SIMs must prove ownership and legitimate use within 15 days or face permanent deactivation.

• Validation threshold set at more than 100 SIMs per user
• Telcos get 15 days to run KYC after the memorandum order
• Illegal SIM transfer carries 6 months to 6 years in prison and a Php 100,000–300,000 fine
• Deactivation is permanent unless the owner proves registration with ID documents
