Brazil mandates facial biometrics for 263 million mobile users

Brazil's Anatel approved norm GT-SEG.2026.11 requiring live facial verification for all 263 million mobile subscribers, including MVNOs and resellers. Verification must meet ISO/IEC 30107-3 PAD Level 2; new prepaid lines from September 2027, postpaid by end-2027, existing subscribers by end-2028, with unverified lines suspended from January 2029.
