India weighs law to regulate streaming content after OTT rules stayed
India's Ministry of Information and Broadcasting is discussing a dedicated law for streaming content with MeitY, weighing amendments to the Cinematograph Act 1952, the IT Act 2000, or a new law. A three-tier structure of self-regulation, grievance redressal and government oversight is proposed, similar to IT Rules 2021 provisions stayed by the Bombay High Court in 2021.
- MIB receives over 1,000 representations a month seeking streaming oversight
- Bombay High Court stayed Rules 9(1) and 9(3) of IT Rules in August 2021
- Proposed model: self-regulation, then grievance redressal, then ministerial action
- No public draft of the legislation has surfaced yet
