GitHub lets maintainers count draft PRs toward pull request limits

GitHub added an optional setting that lets maintainers include draft pull requests in repository PR limits. The toggle sits under Repository settings → Moderation → Interaction Limits and is also exposed via the REST API's include_drafts field.

• Setting is enabled via the Count draft pull requests toward the limit toggle
• Available through the REST API interaction-limits/pulls/creation-cap endpoint
• PR limits were introduced in June 2026 to curb low-quality contributions
• Draft PRs still trigger CI/CD runs and review backlog noise
