GitHub Actions Runner Controller 0.15.0 targets reliability at scale

GitHub released Actions Runner Controller (ARC) 0.15.0, a Kubernetes operator for autoscaling self-hosted GitHub Actions runners. The update cuts Kubernetes API traffic via patch requests and metric-based status aggregation, adds configurable reconciliation concurrency and listener rate limits, and improves upgrades and graceful shutdown.

• Controllers now use patch requests instead of full updates, shrinking API payloads
• EphemeralRunnerSet and AutoscalingRunnerSet statuses aggregate into metrics
• max-concurrent-reconciles and listener QPS/burst limits are configurable
