Windows 11 tests faster app launches, starting with Edge

A new Windows 11 Release Preview build adds "accelerated app launches" for Microsoft Edge: when the browser is already running, new instances open faster by routing the request to the existing process. Microsoft plans to extend the capability to more Windows 11 apps.
