Rust Coreutils 0.12 Improves Ubuntu Compatibility

Rust Coreutils 0.12 is out, the Rust implementation of GNU Coreutils now used by default in Ubuntu. The release closes all Ubuntu priority issues, including a data-loss bug in parallel install -D, and reaches 96.9% of GNU tests passed.
