Cloudflare MCP server pushes Workers Issues alerts to agents without polling

Cloudflare's API MCP server now emits the cloudflare.alert.workers_observability_real_time_issue event, sending a signed webhook to a client when Workers Issues detects a new or recurring failure. Clients subscribe via events/list and events/subscribe, scoped to an account or a single Worker, with Notifications Write and Workers Observability Write permissions.

• The event starts an investigation but grants no production change rights
