Claude Code 2.1.277–2.1.280 skipped AGENTS.md when telemetry was off

In Claude Code 2.1.277–2.1.280 the AGENTS.md project-instruction file loaded only when telemetry was enabled, because the built-in agents-md plugin gated on a remote flag tengu_agents_md_mod. Setting CLAUDE_CODE_DISABLE_NONESSENTIAL_TRAFFIC=1 or DISABLE_TELEMETRY=1 silently disabled the file read. Version 2.1.281 fixed it, and AGENTS.md now loads on Bedrock, Vertex, Foundry and LLM gateways.

• In 2.1.277–2.1.280 AGENTS.md loaded only with telemetry on
• CLAUDE_CODE_DISABLE_NONESSENTIAL_TRAFFIC=1 and DISABLE_TELEMETRY=1 blocked the read
• Skipped files produced no warning in the session
• 2.1.281 fixed it for Bedrock, Vertex, Foundry and gateways
