NVIDIA 615.78.08 Linux Driver Brings Vulkan Latency and Wayland Fixes

NVIDIA released the 615.78.08 Linux driver in its New Feature Branch for 64-bit systems. The update adds support for revision 3 of the VK_NV_low_latency2 Vulkan extension, reducing latency and stutter in vkd3d-proton with Frame Generation, and fixes Wayland and system suspend issues.
