US RTX 5090 buyer asked to sign GPU export and resale ban

A US customer says a Micro Center store required him to sign an Advanced Computing Product Purchaser Declaration when buying a prebuilt PC with a GeForce RTX 5090, barring export or resale of the GPU abroad.
