Zig 0.17 splits its build into two processes: configurer and maker
Zig 0.17.0 splits the build system into two executables: a configurer that evaluates build.zig and serializes the build graph, and a maker that executes the steps. This removes the need to rebuild the build system when build.zig changes and enables incremental compilation on x86_64-linux.
