Wine 11.19 adds DNS caching, Unicode 18 support, fixes 23 bugs

Wine 11.19 has been released, bringing DNS query caching, vertical text support in GDIPlus and updated Unicode 18.0 tables. The update fixes 23 reported bugs, including an ArcGIS Pro startup crash and Euro Truck Simulator 2 failing to launch with the OpenGL renderer via Wine's EGL backend.
