Chrome DevTools 151–153: request resend, Preloaded column and CSS specificity breakdown

Chrome DevTools versions 151–153 add request resend and edit-as-fetch, a Preloaded column, a built-in binary payload viewer, CSS specificity tooltips and metrics for SPA soft navigations. Starting with Chrome 153, releases move to a two-week cycle on desktop, Android and iOS.
