Microsoft makes Rust a Tier-1 language with MSVC backend support

Microsoft has elevated Rust to its Tier-1 language club alongside C#, TypeScript and C++, and built a new code generator, rustc_codegen_utc, that targets the Visual C++ compiler backend (UTC, C2.DLL). The tool is described as production ready and used by over 100 internal Microsoft Rust projects, but remains internal-only for now.
