Ubuntu Completes Coreutils Migration to Rust

Canonical has ported the last utilities cp, mv, and rm to uutils coreutils, a Rust implementation of GNU Core Utilities. The migration was completed for Ubuntu 26.10 after a Zellic audit found 113 issues, 44 of which received CVEs.
