mcpscore 1.27.0 adds 21 skill checks, tests Hugging Face's 25 skills

mcpscore 1.27.0 introduced 21 rules for validating MCP skills after the SEP-2640 Skills extension was finalized in September. Run against Hugging Face's 25 skills, the server passed 18 of 19 applicable skill rules plus the stateless listing cache-hint readiness check.

• Rules are weighted HIGH (3 points), MEDIUM (2) and LOW (1); digest or frontmatter mismatch is HIGH
