Chrome 155 ships full JPEG-XL support

Google has enabled full JPEG-XL support in Chrome 155, reversing its 2022 removal of the format in Chrome 110. The new jxl-rs decoder is written in Rust for memory safety, and JPEG-XL offers 30–50% better compression than JPEG.
