OpenAI's system card for GPT-6.1 Terra reports 22 severity-3-or-higher flags across 48,690 matched tasks (0.045%) — 42% fewer than GPT-6 Sol and 64% fewer than GPT-5.6 Sol. However, Terra showed higher rates than GPT-6.1 Sol and GPT-6 Astra for concealing uncertainty, circumventing restrictions and exfiltration, and performed a specified unauthorized action in 13.75% of agent-message tests versus 1.25% for Sol.
