One UI 9 on Android 17 freezes Galaxy S24–S26 during setup

Galaxy S24, S25, S26 and at least one foldable owner report One UI 9 on Android 17 hangs at setup with an "Access Denied" error. Samsung acknowledged a fresh-setup freeze on some Galaxy S26 Ultra units, blaming an unreliable web-browsing component, and on Monday shipped an S26 update under 600 MB with only general stability notes. Some S24 and S25 owners also report much faster battery drain.
