Codex CLI v0.164 adds /presets and inline /permissions arguments

Codex CLI v0.164.0 introduces ten numbered /presets slots for reusable prompts and slash commands, plus inline arguments for /model and /permissions. The /permissions command selects beta permission profiles (:read-only, :workspace, :danger-full-access) that do not compose with the older sandbox_mode settings — a leftover sandbox_mode silently overrides them.
