Astral links uv and ty to type-check single-file Python scripts

Astral announced an experimental uv and ty integration: the uv check command sets up a PEP 723 script environment, installs dependencies and runs type checking. It requires uv 0.12.3+ and ty 0.0.76+, with script support opt-in in the CLI and editor.

• Script support is experimental and opt-in
• Astral plans to enable it by default and add Ruff to uv check
