Steam Client update fixes Vulkan games hanging after alt-tab

Valve released a Steam Client update on October 21. It fixes Vulkan games hanging after alt-tab, a memory leak when streaming H.264 via NVENC, and ships updated certificate revocation lists after 8 compromised TLS certs from eMudhra.
