Russia may restore Samsung and SK Hynix memory to parallel imports
A Russian government working group has been discussing since at least August 2026 a rollback of Minpromtorg Order No. 4769, which removed Samsung and SK Hynix memory from the parallel import list on May 27, 2026. Without those chips, Russian server assemblers cannot build equipment, as the country's chipmaking is limited to 90nm nodes.
- Order No. 4769 removed gear from about 20 brands, including Samsung and SK Hynix, from parallel imports
- Samsung and SK Hynix held 64.3% of global DRAM revenue in Q2 2026
- Russia produces 90nm chips, while DDR5 and HBM require sub-10nm processes
- Russia's microelectronics budget for 2026–2028 is about ₽250 billion (~$2.94 billion)
