October Windows 11 update disables Smart App Control toggle

The October 13, 2026 Patch Tuesday update for Windows 11 blocks users from enabling Smart App Control: if the feature is off, the On button is grayed out. Microsoft says a fix is coming; a temporary workaround requires adding two Registry keys.
