Microsoft adds EU access oversight and offline AI to sovereign cloud

Microsoft unveiled new Sovereign Cloud capabilities: EU and EFTA customers get Data Guardian, where a trusted European partner oversees Microsoft engineers' remote logins, plus a tamper-evident Production Touch Ledger. Customers can hold their own master encryption keys, and Foundry Local and GitHub Enterprise Local will run fully offline.
