Russia's first AI law takes effect September 1, 2026

Federal Law No. 243-FZ of July 26, 2026 covers only foundation models with 1 billion+ parameters and introduces sovereign and national model statuses. AI content labeling stays voluntary, with large platforms required to offer users the option from March 1, 2027.
