DeepSeek releases V4.1-Flash-1017 with MIT-licensed weights

DeepSeek officially released V4.1-Flash-1017 and moved its web, app and API services to the new model. Weights are on Hugging Face and ModelScope under the MIT license, and the deepseek-flash name and API pricing are unchanged. Terminal-Bench 4.0 rose from 31.2 to 42.3.
