Argo CD 3.5.3 lets app-of-apps wave pass a child with a missing resource

A test found that on Argo CD v3.5.3, an app-of-apps parent using the documented Application health check started wave 2 six seconds after creation while a wave-1 child had an unapplied resource. On v3.3.14 the same child reports Missing and the gate holds.

• Wave 2 started 6 seconds after the parent was created
• The resource failed 36 ms later, yet the child stayed Healthy
