Congress Threatens to Cut Highway Funds If States Don't Restrict Flock Cameras

The bipartisan No FLOCK Act would require states to limit automatic license plate readers to five law enforcement purposes. States that fail to comply will lose 10% of federal highway funding starting October 2028.
