PIL in Supreme Court challenges charges on UPI payments above Rs 2,000

Lawyer Anjan Datta filed a petition in the Supreme Court of India against the introduction of MDR fees on P2M UPI payments above 2,000 rupees, effective October 15, 2026. The petitioner seeks to quash the Finance Ministry notification of September 14 and declare the amendment to Section 10A of the Payment Systems Act unconstitutional.

• MDR will be 0.4% with a cap of 300 rupees for payments from 75,000 rupees
• For railways, telecom, insurance and fuel — fixed 5 rupees
• P2P transfers and small merchants up to 1 lakh rupees per month exempt
• Petition cites violation of Articles 14 and 19(1)(g) of the Constitution
