Chromium update breaks Windows Server RD Web Access over 0.02% traffic

Chromium-based browsers are dropping XSLT 1.0 support because the aging libxslt C/C++ codebase is a memory safety hazard. The feature accounts for just 0.02% of traffic, but its removal broke RD Web Access on Windows Server.
