Validators Can Now Share Block Revenue: Two Commissions

Solana adopted four SIMD proposals: SIMD-0123 allows validators to share priority fees with delegators, SIMD-0291 converts commission to basis points, SIMD-0232 adds a collector account, and SIMD-0249 introduces a mandatory one-epoch delay for commission changes. By default, validators keep 100% of block revenue.

• SIMD-0123: validator can share priority fees with delegators
• Default block_revenue_commission_bps = 10,000, i.e., 100% to validator
• SIMD-0291: commission stored in basis points from 0 to 10,000
• SIMD-0249: any commission change takes effect after one epoch
