Valve enables FEX code cache in Proton Experimental for Arm

Valve developer Pierre-Loup Griffais said the FEX code cache is now enabled in the Arm build of Proton Experimental. He claims it should improve 1%-low frame times, especially over subsequent runs. The change targets the Steam Frame's Snapdragon 8 Gen 3, with no figures provided.
