Windows 11 drops Wi-Fi on boot due to VPN kill switch race
Windows 11 disconnects Wi-Fi 5–10 seconds after login when a strict VPN kill switch is active. NCSI reachability probes get blocked by WFP filters, so WcmSvc marks the adapter as degraded and resets the wireless association. Disabling EnableBadStateTracking in the registry fixes it.
