Docker Engine 29.7+ breaks all Swarm overlay tasks without IPv6

On Docker Engine 29.7.0 and later, Swarm services on an overlay network start zero tasks, failing with "cannot determine address family of transport". The same commands give 20/20 replicas on 29.6.2, and the bug persists in 29.8.2 on hosts with no IPv6 stack.
