WinUI gets TableView and charts, plus a memory growth fix

Microsoft released Windows App SDK 2.5 Experimental, adding TableView and Chart controls to WinUI 3 that native Windows apps previously lacked. The update also fixes a bug that caused memory growth when apps repeatedly created visual-state storyboards or resolved resources.
